Performance Issues in Premiere Pro

I recently added a Decklink 4K Pro to my editing computer and haven't found it quite as silky smooth for real time playback as I was told, and we aren't even doing 4K, just 1080... I'm wondering if I'm doing something wrong and any advice would be really helpful!

My setup:
i7-4790 CPU @ 3.60GHz
Decklink 4K Pro
Internal Graphics Card (motherboard doesn't have room for the decklink and our gtx970 unfortunately)
Two 1TB SSD RAID0 array
32GB Ram
Premiere Pro CC

I've found that for very basic video editing, it is mainly smooth, but slightly choppy when skipping around. When there's more than one layer or any effects at all, it gets very choppy and unviewable.

Now, I'm guessing the fact that we took out the gtx970 is the culprit here... but I'm not very familiar with playback cards and my boss is very confused that our fairly beefy rig is having any problems at all. Do we still need a traditional graphics card as well as the playback card to get smooth real time playback in Premiere Pro, or is there anything else that could be affecting this?

Yes, your GPU is to slow and BM card has not much to do with it.
When you add monitoring card and use it performance drops a bit as data has to be passed to the card from the GPU, but in your car remain issue is GPU.
