Decklink 4K Extreme Connect but not Showing in Desktop Video

Decklink 4K Extreme Connect but not Showing in Desktop Video

This seems to be weird. I have a Decklink 4k Extreme that is not registering in Desktop video but is in my device manager. I have attached a bunch of images of weird coincidences. I can not see the card in Desktop Video or Media Express but can in Premier (Input Only), Device Manager, and CasparCG. CasparCG's outputs do not work though. I have tried uninstalling Desktop Video, moving the card to a new PCIe slot, then reinstalling the software with no luck. I also submitted a RMA that came back with no errors.

Ballistix 32GB Elite Series DDR4 3000 MHz RAM
EVGA SuperNOVA 850 G3 850W 80 Plus Gold Modular Power Supply
Windows 10 Home 1709

I have updated my processor, motherboard, and graphics card as well as have the latest Desktop Video version 10.9.10.

It did work at one time and one day just stopped.
