Can't eject/disconnect Mini Monitor in Windows10

I use the UltraStudio Mini Monitor with Windows 10.
The hardware setup is somewhat convoluted:
DELL Precision P5530 laptop ->DELL TB16 Thunderbolt3 docking station -> Startech Thunderbolt3 to Thunderbolt2 converter -> Mini Monitor

I can't seem to be able to hot unplug the Mini Monitor:
When I try to use the Windows 'Safely Remove Hardware' function, it says that some software is still using it (no app is running, only background tasks a.o. BMDStreamingServer.exe and Blackmagic Software Updater)
If I go ahead and just disconnect the Mini Monitor (leaving the Startech converter in place), all USB devices connected to the TB16 stop functioning (system must be rebooted)

Is there a proper way to hot unplug the Mini Monitor on Windows systems ?
Should I kill the BMDStreamingServer.exe process first ?
Or is the TB16 docking station the culprit ?

OK - I found out by trial and error that the process preventing safe removal of the device is "Desktop Video Helper Service": when that service is stopped, the Mini Monitor can be safely ejected.

Recently upgraded Desktop Video to 11.0.0 and the issue is still there...

-> Feature request to BMD dev: please add the ability to cleanly eject the device using Windows' Safely Remove Hardware tool.

OR can I permanently disable this service ? Would that affect the Mini Monitor operation ?

Because it happens quite frequently that, when cold booting my system with the BMD Mini Monitor plugged in, the video output is flickering, I have to remove / reconnect the device to fix the symptom, my workaround today is a bit cumbersome:
1. run a CMD script: net stop "Desktop Video Helper Service" as administrator
2. use Windows' Safely Remove Hardware
3. unplug the BMD Mini Monitor
4. run a CMD script: net start "Desktop Video Helper Service" as administrator
5. connect the BMD Mini Monitor

I would bet there will be TB3 monitoring solutions from BMD introduced at NAB in two weeks, so that would be the ideal solution to your problem.

In the meantime, I have disabled the Desktop Video Helper Service (set to manual startup mode) and so far I haven't seen any problem (obviously this service is used for features I don't need/use)
