How do I get a circular frame/aspect ratio?

How do i get a circular frame onto my video, such as Lucifer (2014), and rounded corners on 1.33:1 aspect ratio, as seen in A Ghost Story? Thanks

Make a black still image with the desired hole punched into it and put it on top of everything.
