'Luminance mixer defaults to zero' does not work

In 19 beta 2.
In project settings, checking "Luminance mixer defaults to zero" is not reflected in the color page.

I have used this setting in 18.5 versions with no issues.
System:
PC Windows Pro 11
i7 3.4 ghz 64gig RAM
RTX 4070
DaVinci Resolve Studio
Intensity Pro 4K

I'm seeing it work here. I can even see it change as I update the Project Setting.

Studio 19b2 on Windows.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.
