Is it possible to use ATEM Television Studio Pro HD as a hardware control panel to control another ATEM?

No. All controls only work on the local atem.

You need a 1me or 2me panel for what you want. Or 3th party solutions Like Mix-it, Skaarhoj, LJ-Cooper
