I see the only way to get to 59.94 frames at 2160p is to go to RAW but then the camera only give me the Film mode which isn't the video color that I am wanting on my SDI Output. Is there anyway to use this as a Broadcast Camera with everything not revolving around the record options.

Took me some time to find that out either..
Xtreemtec you are incorrect. You can indeed output Ultra HD 59.94p via SDI from URSA Broadcast and all of the URSA Mini cameras. For 2160p 59.94 output via SDI you can set Ultra HD ProRes in any of its flavours or RAW. DNx is only available in HD resolutions.
Go to the RECORD tab and select Resolution and Codec.
Then go to the second page of RECORD tab and check your Project Frame Rate is set to 59.94fps.
You can do this in Video, Extended Video or Film dynamic range.
The only other thing you need to check is in MONITOR and that your SDI output for your Main SDI on the second page is set to 2160p. If this is set to 1080p or 1080i then you will be down-converting your SDI Output.
It is also a good idea to set your Main SDI to be outputting 'Clean Feed' which will switch off any overlays and status text on that output. Hope this helps guys.
