I use a Decklink card with free FFPlay (utility with ffmpeg) to show multi-view on Windows Desktop. Latency is low enough to be OK.
This is what I use for 720p50
ffplay -f dshow -video_size 1280x720 -rtbufsize 702000k -framerate 50 -i video="Decklink Video Capture":audio="Decklink Audio Capture" -threads 2

Is it possible to scale?

Yes, you can resize the player window. I even have a script that turns the multi-viewer window into touch screen enabled for switching inputs.
You can see it in a desktop window in this video
