No I don't think you should attempt this.
Theoretical limit to Decklink always used to be 8 cards per machine, doubt that has changed, but it may have.
And... even Xeon CPUs might struggle to encode twelve HDSDI streams to H.264 simultaneously (unless they are all pretty low bit rates, with SD you may be okay too).
for 12 streams, I'd recommend 3 computers each handling 4, or better still, 4 machines handling each handling 4 streams, meaning you've got 16 channels, and hence 4 reserve / backups channels.
