ATEM USB Keyboard Shortcuts - Setting PGM cut as default

Is it possible to change the function of 1-8 numbers from default Preview to Program?
I Know it's possible to just click "CTRL" to change num control from PVW to PGM but is it possible to change it so the default will be PGM for people that mostly work on cut bus?
Or isn't it possible to just implement saving the "CTRL" in the startup state? Becouse saving startup state seems to save everything other than "CTRL" state. Is it even intentional that it doesn't save that or is that a bug?
