HD Extreme "snow" problem

i just upgraded my computer and the Card output (both digital and analog) shows "digital snow" (like old tape drops) I have switched the card to other slots, update the video driver, and nothing works.

OSX 10.6.8
Mac Pro 5,1
Quadcore 3.2 ghz
12 Gig RAM
Ati Radeon hd 5870
Decklink HD extreme.
