Legalizer Functionality ?

At the risk of being viewed with disdain by those who use a Harris Legalizer, or who simply do it manually, is there:

1. A reason this type of feature is not integrated into Resolve?

2. A 3rd party solution that can be used within Resolve to achieve the same goal?

I realize there are ways to accomplish this with HSL Qualifiers and Soft Clip -- but I am specifically asking about the kind of software feature that can be found in most NLEs.

Try : Open vector Scope

Project setting -> color management -> Broadcast Safe
Select level 0-100 IRE or other
select Make Broadcast Safe

ON vector Scope: See the difference
Next, make corrections as needed.

the method described might still build spikes in output: when you render the final (4k for example) you might find sharpening spikes that will exceed the limiter.

I own Boris CC 10 with its Safe Colors, as well as NewBlue Essentials with its Legal Level and I wouldn't depend on either tool. Something along the lines of EyeHeight's Broadcast Legalizer Plug-in would be vastly preferred -- either baked into the core Resolve application, or available from a 3rd party. I admit to being confused that this kind of functionality is not already available for Resolve, in one form or another.

the issue is not the legalizer or the method, but some little artefact you might get because of final render/sharpness and such.
most of the times it does not matter though

I have had no issues using Resolves built in legalizer. Just watch what it's doing and manually try to fix areas as you go. Letting it create horrible patches of flattened red etc wont look great if you don't work on them first.

What's everyone's approach to text and images? High res images can come in shimmery if they are animated, this can then cause illegal spikes on output. I tend to soften a little in After effects, do any pan/zoom in there then render those out at the final timeline resolution before bringing them into Resolve. I've not felt I can trust using high res stills in Resolve yet without any filtering softening at source. Same with text really, it may need softening a little first, something Avid does automatically (albeit rather safely and aggressively).
