Does that make any sense? Clearly I'm missing some really obvious thing, but it's so obvious that apparently I can't see it. Is there a beginner tutorial somewhere that will walk me through, step-by-step, how to import all the elements of a composition one by one so I can begin linking them together?

Confusingly you don't use "file import." That creates a new project your with footage. (The old project is still there since fusion supports multiple projects open at the same time )
To add a new loader for your footage just think of it being a new node so:
- Right click on the flow window > chose 'add tool' > I/O > Loader
- Click on the bin button on the bar at the top. (it looks like a filing cabinet ) > chose Tools > I/O > Loader.
- Drag a loader direcly from the quickmenu bar at the top of the screen. Simply click and drag the "LD" button on to the flow window.
