Decklink duo (not 2) recognized but plays garbled output

Decklink duo (not 2) recognized but plays garbled output

I have an original Decklink Duo card. Desktop Video Assistant is happy to help me set it up. The output over HD SDI is very garbled. If I play SMPTE color bars or a SMPTE grayscale chart I can tell the difference, but mostly the screen is playing as if it's trying to decode a signal from an alien planet that has a totally different concept of video sync.

I'm using Desktop Video 10.9.7, iMac Pro running 10.13.3, and connecting to the Decklink Duo card via a SONNET TB3 enclosure. In that enclosure I also have a RED ROCKET-X card and a Sonnet 4x USB-3 Allegro Pro card.
MacOS Catalina Version 10.15.7
iMac Pro (2017)

Radeon Pro Vega 64 16 GB

I just tried monitoring a video clip from Media Express. It works perfectly, so I blame Resolve 14.3. I'll post over there...
