Well, at least it is repairable, and you have an option here. At one time, if a repair exceeded 1/2 of the replacement cost, it was often replaced with a new bit, instead of being repaired.
That said, if the VA is otherwise in good kit, then the $500 repair (it might cost less, as this is a quote without seeing the VA to verify actual issue), is still 400 less than replacement. I would opt formthe repair in this case as it is just a little bit above 1/2 replacement cost.
