Frankly I'm not sure what the main difference between 24 and 23.976 is either, and why I should shoot one or the other! I'm shooting a short film for submission to film festivals and am trying to decide on the best frame rate and shutter angle.
24 FPS @ 172.8 gives you the most flicker free but usually 180 is fine too.
23 is only for the silly Americans.
