The device in front of the lens is a matte box. It shades the lens from light flares, and holds flat glass filters.
The round bars under the camera are called rods or rails. They can support equipment such as front handles, a matte box, a long heavy lens, a follow focus, the camera itself, and (if extending to the rear of the camera) an external battery, shoulder mount, and so forth.
