I don't think this is possible with the ATEM audio mixer. You can mix together the stereo audio inputs from multiple sources, but there aren't any options for remapping any of the audio channels. So there's no way to take input channel 1 and map it to output channels 1 & 2.
You'll need a separate box for this such as the Teranex Express or Teranex AV, which are both capable of remapping the audio channels.
Alternatively, if you use an audio disembedder, like the Mini Converter SDI to Audio (or Teranex Mini SDI to Audio), you could take the analog audio from channel 1 and use a simple Y-cable to split the signal and send it to both of the XLR audio inputs on the ATEM.
One final option, if you have any control over how the audio is added at the camera end, you might be able to embed the mono audio tracks as Channels 1/2 and 3/4 at the camera end, in which case Channels 3/4 would just be ignored when they get to the ATEM.
