Yes and no, if you are shooting SD, then yes, and it will do both, as you re setting the camera to 60Hz or 50Hz frequency. Shooting HD, it is mute, as PAL and NTSC are scan rates for CRT and Analog Broadcast systems. If you live in a area thst has 50Hz power system, then set the ca era to 50Hz to avoid shutter strobing effects with artificial lighting. If you are in NA or a 60Hz power area, then set to to 60Hz. The Syncro-Scan system uses this setting to avoid rolling shutter issues with artificial lighting and shooting monitors. This has more to do with yiur power source, then the analog broadcast systems, but they were driven by the same issue, to set scan refresh rates.
