OBS does have various de-interlacing settings that can be applied to the video source:

Some of the de-interlacing algorithms are more resource intensive than others.
Note that if your target is 1080p30 video, the best option may be to see if it's possible to set the camera to record in this mode. If it's possible to set the camera to capture in 1080p30, then even though it may still output 1080i over its SDI port, each of the alternating interlaced fields will be from the same moment in time. So you can use one of the simple de-interlacing approaches that just combines the fields into a single frame.
