Decklink Duo 2 - Not Device Detected

Been using the Decklink Duo 2 for a year now with no issues (running Blueframe Production Truck software)... Tried switching to Wirecast and the Decklink device didn't show up... Wirecast suggested updating the driver. After removing old and updating to 10.11 driver, now it doesn't show up at all (Blackmagic Desktop Video, Production Truck or Wirecast)... I have tried rolling back the driver and still nothing...

I'm running the Decklink inside a PCIe box via Thunderbolt 3 into a MacBook Pro 2.7 i7 Running High Sierra 10.13.5

I found a video suggesting that application permissions were an issue but all programs have read/write access.

Any help would be greatly appreciated!

Any updates on what you did to fix this issue? My Decklink Duo 2 just quit working and showing up one night, and I also can't get anything to show up in Production truck as well. Any thoughts?
