Trying to Capture VHS Video Steup Ver: 11.4.1

I am trying to capture VHS Pal composite using Ultrastudio Express with thunderbolt via Premiere Pro. I get a lot of picture flashes. Running BM Desktop Video Steup Ver: 11.4.1. Can anyone explain to me why this is so and how do I remedy it. I am going nuts.

You might need to timebase correct the video.
