rolling shutter issues are not reduced at the lower shutter speeds - rather their appearance. Motion blur will hide some of the rolling shutter artifacts. There are exceptions in some sensors but they normally are not of an interest to us as the rolling shutter appearance is reduced when going from a very small angle to a regular angle of 180 (GoPRo3 for example). Not sure what causes that, possibly multiple read out that has to be used at the very high shutter speeds.
