Choppy/stuttery Playback

Here's my conundrum:

1) I am editing UHD 400 Mb/s ALL-I 24p 10 bit 422 video from a Panasonic GH5.
2) I loaded all of that video on three (3) 10 terrabyte Seagate Barracuda HDDs in a Windows 10 software RAID 0 for a total of 30 terrabytes.
3) I applied no effects or correction and did not layer or stack video tracks on top of each other.
4) During timeline playback the video appeared stuttery after playing for a few moments. When I stopped playback, then started again, the stuttery playback stopped temporarily but soon after resumed, as if the hard drives could not keep up with the video. I also use a Blackmagic Decklink Mini 4K card connected to a 4k monitor. The timeline monitor FPS indicator light remains green and constantly shows 24 fps playback.
5) My hardware exceeds the Davinci Resolve technical requirements.
6) I replaced the HDDs with three (3) Samsung, 4 TB SSDs in a software RAID 0. The playback is still stuttery.
7) Am I to assume I need to set up proxy files? How does that work if I am not applying effects and there are no red lines above my timeline clips? I am confused as how to set up proxy files in order to playback smoother video files rendered at a lower resolution.

I recommend it for all H.264 media. I'm partial to the Cineform 10 bit option at 1/4 resolution.

Read the manual on Optimized Media.

Do I need to optimize media for stuttery playback even though the timeline FPS indicator on the playback monitor shows a steady green and steady 23.97 playback?

The question doesn't make sense. At full speed, there won't be a stutter.

You're sure timeline and media frame rates match?

Hugh, try selecting "Show All Video Frames" to see if that helps.
