Video Recording Control using c#

Hi,

I apologize if I sound lame, but I am new to the Blackmagic development. I need to develop software to control the recording, viewing, and management of the video using 2 Hyperdecks, Atem, and a web-presenter; it's basically a 360 box. Setup Configuration Detail:

Basically, I need to have the following features in the software:

- Launch the recording of a video
- View the camera feed
- Check the preview of the recorded video
- If the result is not good, erase the video and start again

Now I have a few questions before I start with development. (c#)
1.Which SDK should I choose to get the desired features?
2.What should be the steps to get the features working?
3.Any pathways to get it done?
4.I have read the documentation got to know about reading, delete, and view the recorded video, I need to get the camera feed and recording control too.
5.I don't have black magic hardware ready with me, can I access it remotely using IP?
6.I am also planning to use the stream controller for video recording(any pointer?)

Need to develop using WPF c#, and the software will work on Windows 10 touch.
