GrassValley-Kula1 switchers problem with Decklink cards

Hello,

I have created a Character Generator for the TV network I currently work for. My CG uses Declink Duo2 card to output fill and key signals.

In each studio they have a GrassValley-Kula1 switcher and a CG , But if the CG is closed, the output of Kula1 is noisy !!.
I mean if the Duo2 is enable the Kula1 has not any problem and everything works great ,but when they close the CG and Duo2 is disable, white noise is created on the Kula1 output. (all studios are the same and have this problem)

Their technical staff says that Duo2 should have black burst signal while is disable, but it doesn't on all SDI ports .

because I need external keying, the connector mapping is like this:
Duo 2 (1) SDI1&SDI2
Duo 2 (2) SDI3&SDI4
Duo 2 (3) None
Duo 2 (4) None

How to solve this my big problem?
