Plugin API for GUI integration

In my graduation project, I'm making a Media Library service and I want to create a DR plugin to integrate this service.
I want my plugin to add a tab or a button in a specific tab, like "media" tab. Clicking on "Open media library" button for example can show a modal or a new window with my interface, something like Video Copilot's element 3D. I hope you got the idea, so my question is. Is there any open API (to the public) or a running demon for DR that I can communicate with to make such a thing.
I' made some research about the OFX standard. Looking at the API, I don't think it offers graphical integration.
Any help is appreciated.
