Trigger on cut

I am with a school district and I want to build something to help train the students to move quicker. I’ve found a delay timer that can be set to trigger a led if a clip has been up too long since the last time they hit the cut button, but I’m not sure how/if it could be connected. Is there guidance for that somewhere?
First is that possible and if it’s fairly simple could someone advise how to do it?
