Does Blackmagic Design have a dedicated photo editor? Is it free? What is it called? If not, is there is good photo editor built into Davinci Resolve?

No.

I recommend Affinity Photo for Mac/Win. It's not free, but it gives you 99% of Photoshop for a good price.

BTW at $50 for a permenant license compared to Adobe CC it is "free" if you need it for mor than 6 months :-)
