I think your best bet is some formal schooling. A BFA would be great, but if that's overkill for your goals, a local trade school, or these days some online schooling.

Basically, I think an education you have to pay for is best.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.
