You should be more clear about what kind of subscription are you told.

If you delete the project libraries in the Blackmagic Cloud you will no longer be charged for them.

In the web based project server, click the info icon next to the library name. Now, next to the library name, there´s a blue dot . Click it and you will be allowed to disable the library at the end of the billing cycle.
