The thunderbolt of the Mini Recorder ¿is 2 or 3?
How can I connect this device to PC with Windows 10?

No answer, but same question.
I think it's just Thunderbolt, definitely not Thunderbolt 3, maybe Thunderbolt 2? If someone can answer, that would be great.
In any case, Franz, you need a Thunderbolt cable and maybe an adaptor to connect to a Win PC. Are you sure you have a Thunderbolt port? Thunderbolt 3 has the same oval port shape as USB-C but Thunderbolt and USB use different protocols.

I'm not a Mini Recorder User but I found an answer to your question here:
