Just figured I'd share this so other people new to Resolve and video editing could avoid confusion, I couldn't easily find an answer to this question and it bugged me for a while.
The format of the timecode is:
Hours : Minutes : Seconds : Frames
I am working in 30 FPS which threw me off, thinking that resolve somehow worked in 30 second increments instead of 60. I think if I was working in any other FPS I would've figured it out.
Maybe I'm an idiot, but probably not the only one.
