I can confirm a similar issue within the approximate same timeframe (just noticed because I was out of office since late December but Decklink is not working and I've had that same Windows update)
Dell Precision 7810, Dual Xeon 2620, 72GB RAM, GeForce 1080ti 11GB, Win10 pro, Resolve Studio 17.1.
