Decklink Quad HDMI Recorder not working

I bought a Decklink Quad HDMI Recorder and installed it on a SoNNeT Echo Express SE-IIIe TB3 PCIe.
After first boot the sw asked me to update the card's firmware. All ok.
The card is recognised by the system, a windows 10 laptop pc
HP OMEN with intel i7 10800, and nvidia RTX 3070 maxQ.
But there is no way to make it work.
So I decided to buy another card, a Decklink duo 2. Same steps...
firmware update ... reboot....
so I got a pc and used a Blackmagic bidirectional mini converter, using the hdmi to feed the HDMI Recorder and the SDI to feed the "duo 2".
I can read the signal from the "duo 2" but nothing on the quad recorder...
So I tryed to install Desktop video vers. 11.5.1 , 11.7 and 12.12, each time letting the sw update the card's firmware.
no way to have a signal input on the hdmi recorder.... only the "duo 2" seem to work fine.
I don't know what to do more... any idea?
