Can Skype using with Declink studio

I have a task to set up Skype with Declink SDI card. Could you give me your experience in the below scenarios before we buy the card and the camera.
Is this BlackMagic Declink SDI card Skype compatible on Windows 7 x64 ?
Could this card receive output HD-SDI from Sony EVIH-100S camera ?
