Best, cheapest Windows Laptop or PC for NLE

Hello, I'm a long time photographer, new to video. I bought a BMPCC and I'm looking to pick up a new computer, either laptop or PC, that has what I need to edit. I will likely be using Premiere Pro and DaVinci Resolve Lite (I also purchased Film Convert). I would love to pick up a Mac but can't afford it. Any suggestions on a Windows computer that delivers the goods, since I'm not tech savvy enough to build my own, would be appreciated. Thanks.
