Video Assist 7 3G Waveform Scopes shows IRE?

Hi,

Maybe a stupid question, but am I wrong assuming that the right side on scopes shows luminance and left side is the IRE?

Left side is volts, .7v=700mv=100 IRE.

Right side is percent or IRE.
