Hi.while im using shuttle for usb 3.0
To convert tapes to files i have this problem.

I dont know what to do to fix this.

Your Sync in your Analog signal is not stable. Which is a issue with tape devices. You need to get a TBC (Time Base Corrector) to get a valid stable video signal that the capture box can run with.
