Remote Camera Control not finding device

Hey, I’m using an iPhone 14 Pro and an iPad Pro (not M series) and whenever I click the connect icon on the iPad to monitor what my iPhone’s recording, I get the message: “No remote cameras available for control”. I’ve double checked bluetooth permissions.

Any idea why this might be happening? Is there a cutoff for which devices this feature works on?

Connection is via wifi or wired network, not Bluetooth.

So, is there any way to use remote control if WiFi is unavailable? Using a cable is pointless. If I’m going to be within 2 feet of the camera to be controlled, I might as well not use a remote. WiFi isn’t available in most of the outdoor world.

Update: So I learned that I can connect my B Phone to the mobile hotspot on my A Phone. This would normally work, however I'm going to use this in an area of the world where I'll be roaming and my carrier "Verizon" has extremely high roaming costs, so I want to at least keep my Cellular Data turned off, if not in Airplane Mode. Is there another way of controlling my A Phone wirelessly from a B Phone?
