I know that 12.97 is not half of 25, but if that number is not correct and is half of 25 then maybe recording could have been to 2 cards for 25 and only one card read to get half the frames... just a thought.
Also if your system cannot handle to do speed warp, first reduce the resolution in timeline, output and monitoring. Also make sure to have User Preferences Playback Settings Performance Mode to Auto or everything on. Another tip is to reduce load on the GPU by turning off scopes, turn off extra monitors or unplug them from the GPU, for User Interface monitor on GPU use lower resolution (ie, not 4K.) If you have an AMD Radeon WX8200 or similar then extra memory can be given to the GPU from the system memory (assuming there is enough) as HBBC. (not all AMD cards can do this and I do not know if Nvidia has similar thing.) I can usually run 12K 1080p 24fps or 6K 1080p 60fps with some basic color corrections in real time. Any heavier GPU activity will slow it down and eventually can stop it.
