I think that the way the 12K Sensor works is that you can downsample from the full sensor in 1/3 increments. So 12K goes down to 8K (2/3rds full sensor) and then down to 4K (1/3rd full sensor). I'm not exactly sure why for the technical reasons, but if I had to guess it has to do with the new non-bayer pattern of the pixel layout. It allows for 1/3 increments instead of 1/2 or 1/4 increments.
For the Super 16mm Mode it is 1/2 the full sensor and thus 6K for full. 4K then is 2/3rds. That would mean 2K would be 1/3rd, but they don't offer a 2K option. I think because 4K is becoming more a standard for distribution resolution and they're aiming for only future proof. If I had to guess.
