I don't have any experience with Oktava products, but it sounds like they are quality mics.
The mk12 from what I can see would be a good choice for recording musicians and newscaster-style interviews, where you wouldn't mind having the mic in the shot. For capturing dialog in a film, a shotgun would probably be a better choice in general, with lavaliers as a backup option in case a shotgun becomes impractical, either because the shot's too wide to get a shotgun mic close enough to get good dialog, or because of wind, etc.
That's been the guidance from our production instructor. He's not a fan of lavaliers, and I find rigging them to be a bit of a trial, but I'm a cinematographer, not a sound guy. I've used a shotgun for almost all of my film work so far, and has worked out well for sync sound productions.
