Shooting 23.976 in 50Hz PAL land - 172.8 degree shutter?

Hi all,
I believe the 172.8 degree shutter angle option is specifically so as to avoid the horrible affects you get with lighting if you use the 180 degree shutter angle in countries like Australia where the power is 50Hz.
My question is in regard to whether this angle applies to both 24p and 23.976p.
Frankly I'm not sure what the main difference between 24 and 23.976 is either, and why I should shoot one or the other! I'm shooting a short film for submission to film festivals and am trying to decide on the best frame rate and shutter angle.
