Off-speed frame rates

In the technical specs for the Blackmagic Pocket Cinema Camera 4K it says
"Off-speed frame rates up to 60 fps in 4K DCI"
Can someone please confirm this means the camera can actually record 4K with a frame every 1/60s?
I understand what "off-speed" normally means, but not why it is part of a hardware specification.

Yes, it can record 60 frames per second in 4K.

"Off speed" here means exactly the same as it normally does. The project framerate can be 24 and you can record off speed at up to 60fps, which will be stored and played back as a 24fps slow motion file. It's in the hardware specs because they're saying the camera's hardware is able to capture from the sensor at 60fps at 4K DCI.

Thanks for the clarification.
It would be much simpler if the spec just said "Records up to 60 fps in 4K DCI", how frames are interpreted (their duration) is the same for all video cameras.
