Closed Captions export 3seconds off

When exporting Closed Captions (SRT unformatted & formatted, and VTT) the timing is off by 3.5 seconds. I tried two very different projects, exporting the CC file from both the Edit page (right click on the Subtitle Timeline and export) and the Export page (export as a separate file).
In the attached file I screen captured the SRT file overtop Resolve.
You'll notice that the first captions start at 12 seconds 27 frames in Resolve but the exported Sub-Rip (SRT) file starts it at 16 seconds.
I'm running Studio 18.6.5 build 7 on a MacBook Pro M1 Pro. This issue has persisted since the last version as well.

I have an ugly hack...
A while ago I've generated CC for only a couple projects, but I had a similar problem.
I ended up using a python script that reads the SRT file, adjusted the timestamp field, then writes a new SRT file (heh, it's just a text file anyways...)
A free thing out on GitHub, "Subtitle Synchronizer" (gist.github.com/kushtej).
