Project Server not connecting on other computer - Wrong ip

Sorry for the vague title, I ran out of characters.
I am trying to connect 2 computers together with a project server.
The one I would prefer to run the server off - when I enable the project library instead of a 192 ip it says its sending it out on 10.0.0.100.
On the other computer it does say its sending out on a 192 ip, but when I try to connect to it on the other computer it says "Cannot Connect to Network Project Library"

I have allowed postgres on the firewall on both computers and they can both ping each other through their 192 ips.

Let me know if any more information is needed

I have fixed the part with the 10. ip. I had a loopback ethernet port enabled. But the computers still cannot talk to each other through Davinci.
Is it possible to get the cheapest Blackmagic cloud account, but keep the files local? As the computers are properly connecting to each other.
