Export individual clips timecode mismatch

We are struggling with proper roundtripping of 50fps clips used in a 25fps timeline between Premiere / Resolve. The problem isn't Premiere or the XML format however since the timecode in Resolve does match up.

Once I export as individual clips all clips are being exported with 4 extra frames at start and end (2 in 25 fps context). I get that the timeline isn't matching the clip framerate but this should not cause this problem.

One of the clips example is:

Premiere and Resolve timeline at 25fps
TC IN: 20:13:09:10
TC OUT: 20:13:10:32

Resulting exported clip:
TC IN: 20:13:09:06
TC OUT: 20:13:10:36

In Premiere the last frame is also considered sort of half missing but it does exist and render properly.

I hope this issue can be fixed or if it is not considered an issue, an explanation on why exactly it isn't and how to work around it.
