How to export subtitles that actually play?

I'm banging my head against the wall here.

I've exported .srt files from the three different locations:
-Edit Page>File>Export>Subtitle
-Edit Page >Right Click on subtitle track>Export subtitle
-Deliver Page> Video>Export Subtitle > As a separate file, export SRT and check the box

They all export. I have the file. But when I open up VLC it NEVER works.

I did figure it out once before but it was so long ago.

How do I get these things to work?

How is your starting TC set for the timeline?
My disaster protection: export a .drp file to a physically separated storage regularly.

Studio 19.1.2
MacOS 13.7.2, 2017 iMac, 32 GB, Radeon Pro 580 + eGPU

Yeah it was wrong. It was 01:00:00:00. I finally fixed it.

I just found the solution buried in an older topic:

"Go to Media pool, select Timeline, Right Click, Then Go to Timeline > Starting Timecode and set it from 01:00:00:00 to 00:00:00:00, And then Export it however you like..."

It needs to be more simple, or at least mentioned in the manual as this has been a huge waste of time over the years. I book marked that thread so I never have to go through this hell again.
