The transcription tool is broken and unusable now

Sorry for all the blur but I can't share anything or any metadata online, but you can still see the problem.

It creates blocks of 10-20 minutes of talking.

Sometimes we can have a 20 minutes video, and just 6 very big paragraphs.

I used to be able to right click the timeline in the media pool and Transcription > Create Transcript.

Now I cannot find it anywhere??
